C M Pros, founded in 1992, provides construction management, project management, field engineering, field inspection, program controls, scheduling, cost control, claims control/analysis, constructability review, and value engineering for public sector construction of infrastructure, transportation, water/wastewater, as well as industrial, office, hospital and essential services facilities. Clients include San Francisco Public Utilities Commission, San Francisco International Airport, San Francisco Department of Public Works, San Francisco Recreation and Parks Department, Caltrans, the County of San Benito Department of Public Works, and the City of Atwater, CA.
C M Pros also provides services as a subconsultant to regional, national, and global engineering and construction firms on large and complex projects. We maintain a core staff of professionals which includes construction managers, resident engineers, field inspectors, certified special inspectors, cost estimators, CPM schedulers, construction project administrators and IT specialists. We provide state of the-art controls systems using Primavera P6 and supporting software including Oracle Primavera Portfolio Manager, Pro-sight, Share Point, Schedule Analyzer and Claim Digger as well as SQL database, Crystal Reports, COGNOS, and MS Access. We also provide solutions in data integration, migration, implementation and configurations. Our IT solutions are applicable beyond the construction management field.

Samir Messiah President
Samir Messiah has 28 years of diverse experience in construction management and project controls on medium, large and very large and complex public sector engineering and construction projects. He is President and Principal-In-Charge of CM Pros, which he founded in 1992. Areas of concentration for Mr. Messiah and the firm have been construction management, scheduling, estimating, cost control, claims analysis, inspection and project/field engineering. Mr. Messiah is a Registered California Professional Civil Engineer, a Certified Cost Engineer with AACE International, and a Certified Planning and Scheduling Professional with AACE International. He has a BSCE from Alexandria University and Post Graduate Diploma from University of Maryland College Park in Construction Management.
Robert Doane Construction Manager
Robert Doane is a Registered Architect with over 30 years of experience managing large public and private sector projects. He has served in all senior Construction Management roles, including Program Manager, Project Manager, Construction Manager and Resident Engineer. Robert manages the construction of major public building projects, major industrial complexes, airport terminals, office buildings and administrative offices. In addition, he has delivered civil engineering, utility, process, mechanical and electrical plant as well as specialty projects. He has worked with a wide range of delivery methods including bid-build, fast track, and design-build. He has very extensive experience with processing, negotiating and closing complex change orders.
Lynne Madera Project Manager, Design Manager, Architect and Planner
Ms. Madera has more than 20 years of experience as Project Manager, Architect, Planner, and Design Manager with an emphasis on airport and public sector transportation projects. She has worked on numerous projects at such airports as: SFO, SAN, OAK, DEN, SJC and LAS. She has performed similar services for BART and SF MTA. Her qualifications to integrate sustainable design into her projects using collaborative approaches with clients and design team members are particularly noteworthy. She enthusiastically embraces her role on a given project and delivers architectural designs, construction documents, planning studies, sustainable building services, technical manuals, AutoCAD standards and construction administration.
Barry Semnani Construction Manager
Barry Semnani brings more than 30 years of experience in construction management, construction inspection, quality control and quality assurance (QA/QC), engineering and construction. He has been Assistant Structural Representative on Caltrans bridge and highway programs, as well as Lead Inspector, Construction Manager/Inspector, Project Engineer and Supervisor. He has served on civil, pipe and pipeline, building and heavy concrete projects for construction management firms, as an independent licensed contractor and in staff augmentation roles for public agencies. Mr. Semnani is a graduate engineer and a California-licensed engineering and building contractor (Classes A and B). His years of experience and the depth and breadth of knowledge he contributes greatly enhance the value of the services he delivers for public agency clients.
Dan Lacy Special Inspector
Dan Lacy has more than 20 experience in Quality Assurance Management, Construction Inspection, Special Inspection, and Construction Management on major facilities. He holds certification from ICC, AWS, ASNT, and is a certified Division of State Architect Class 1 Inspector. He has been the Lead Inspector of Record on numerous high-tech educational buildings, including: Neuroscience Building (19A) University of California at San Francisco (UCSF), Cardiovascular Research Building, (UCSF), City College of San Francisco (CCSF) New Mission Campus, and UCSF Mission Bay Campus, San Francisco, CA. As a Certified Welding Inspector and general inspector with C M Pros, Dan has worked on the new Public Safety Building, several fire stations and other complex assignments.
